Stop Illegal Immigration & Protect Our Borders
There’s a right way and a wrong way to enter America – Russ Bogh knows that illegal immigration
is absolutely the wrong way. That’s why he co-authored ACA 20 that would create a state border
police and wrote a measure that prevents restricting a police officer from detaining any person
that is suspected of illegally entering our country.
Russ Bogh voted against giving driver licenses and free college tuition to illegal immigrants
plus wrote legislation mandating that any foreign college student who fails to attend classes must
be reported to Immigration & Customs Enforcement. With three million illegals in California,
he wants to stop illegal immigration and reduce the tremendous financial burden on taxpayers.
We Must Relieve Traffic Congestion Now
Russ Bogh has always supported Proposition 42 that requires our gasoline sales taxes to
be strictly used for state and local transportation projects. He not only co-authored ACA 4 that protects
those funds from being raided by liberal politicians, but co-sponsored AB 2028 that required the state to pay
back borrowed transportation funds.
To allow improvements to the 91 Freeway, Russ Bogh worked to pass AB 1010 that eliminates
the 91 Toll Road’s "no compete" clause which had prevented adding more lanes. He co-authored AB 2025 that
expedites freeway construction by allowing CalTrans to use one company to "design and build" a transportation
project plus he wrote a measure that would allow single occupancy drivers greater use of carpool lanes.
Solve Deficit By Cutting Spending, Not Raising Taxes
Russ Bogh has repeatedly signed the Americans for Tax Reform Pledge to oppose raising taxes
because he believes cutting wasteful spending along with a "rainy day" surplus is the answer to our budget
deficit problems. He also voted against the state budget that tripled the car tax and co-authored AB 278 that
increased the manufacturer’s investment tax credit to help stimulate our economy.
To help senior citizens, Russ Bogh wrote AB 2168 that would exclude up to $10,000 in retirement
income from the personal income tax, co-authored a measure raising the homeowner’s tax exemption for seniors,
blind and disabled and voted to extend the caregiver tax credit to individuals who provide long-term care to their dependents.
Never Allow the Early Release of Prisoners
As a vocal backer of "Three Strikes, You’re Out," Russ Bogh will lead the charge against
any plan to release convicts before they complete their prison sentences. He wrote the law permitting local
governments to regulate group homes that house convicts, co-sponsored legislation preventing access to Viagra
prescriptions for sex offenders on Medi-Cal and authored AB 797 that increased penalties for methamphetamine production.
Russ Bogh authored the law that prevents defense attorneys from exposing the private sex
history of rape victims, sponsored a measure making it easier to track sex offenders with GPS technology and
wrote the law allowing crime victims or their families to be the last to speak at parole hearings. Furthermore,
he wrote AB 2657 that improves the reporting of elder abuse crimes.
More Education Funding for Our Local Classrooms
There’s no reason that our local students should be shortchanged because of Los Angeles schools,
so Russ Bogh co-sponsored AB 193 which closed the local school funding gap by providing more monies for our Riverside
County students. While Assembly Republican Caucus Chairman, he also worked with Governor Arnold Schwarzenegger to
include $350 million extra for local school "equalization" funding.
Russ Bogh favors keeping the high school exit exam so we maintain higher academic standards
and help prepare our students for the demanding 21st century job market. In fact, he co-authored AB 1246 to
ease the financial burden on college students by exempting college textbooks from the sales tax and he co-wrote
a measure that increased Cal-Grant student loans.
